6. In pursuance of Your Lordship's directions, I now submit this case for the final decision of Her Majesty's Government. I would repeat that its main features and salient points, together with the views and proceedings of myself and of the Executive Council respecting it, have been already fully stated in my despatch No.353 of December 31, 1883. Further, I would again observe that, in my opinion and in that of the Executive Council, as also in the opinion of the British Minister at Peking (Sir Harry Parkes), it would not be easy to exaggerate the manifold difficulties with which this case is surrounded, and its importance both in itself and
